社区内容限制与违规处罚规则
1 总则
1.1 本规约适用于大杂烩社区 DZH.INFO，网站服务器部署于卢森堡大公国，遵循欧盟《数字服务法案(EU)2022/2065》、卢森堡本土法律及GDPR条例制定。
1.2 本社区为独立网络社区，依据卢森堡及欧盟网络法规，享有内容审核、账号处罚自主管理权，合规豁免用户申诉复核法定义务。
1.3 处罚核心规则：违规不分情节、不分主观过错、不设处罚等级；一经违规，账号永久封禁，永久关闭全部申诉、复核通道，无任何豁免特例。
1.4 用户注册、访问、发帖即代表同意本规约，自愿放弃处罚抗辩、解封、司法复议等全部相关权利。
2 禁止内容与行为
2.1 违法违规内容
（1）未成年人色情、暴力侵害相关图文、资源、引流信息；
（2）恐怖主义、违禁物品、违禁药品、犯罪教程交易传播；
（3）种族仇恨、歧视、宗教对立、大屠杀否认等违法言论；
（4）泄露公民隐私、官方涉密信息，侵犯个人数据权益；
（5）网络诈骗、洗钱、跨境非法交易、盗版资源分发。
2.2 社区秩序违规
（1）批量灌水、机器人发帖、恶意引流、垃圾广告刷屏；
（2）人身攻击、网暴诽谤、挑拨社群对立、恶意挂人；
（3）账号盗卖、批量马甲注册、篡改站点页面、团伙违规；
（4）发布色情擦边、血腥低俗、违背公序良俗内容；
（5）挑衅管理人员、伪造官方通知、冒充社区官方；
（6）更换IP、设备、新账号规避封禁处罚。
2.3 版权合规违规
（1）无授权搬运版权内容，侵犯欧盟版权法规；
（2）发布公共舆情虚假信息、时政谣言；
（3）违规采集用户隐私、违规投放靶向广告。
3 统一处罚规则
3.1 判定标准：账号发帖、评论、私信、资料、登录IP/设备任意一项触发禁令，即刻判定违规。
3.2 统一处罚：涉事账号永久封禁，全站内容永久删除；绑定IP、设备、邮箱纳入永久黑名单，终身禁止访问本站。
3.3 处罚终局：社区无任何申诉、复议、人工复核渠道，处罚结果不可撤销、不可更改。
3.4 规避追责：换设备、换IP、新账号避封，新账号同步永久封禁，追加全域拉黑。
4 法律合规说明
4.1 本站服务器坐落卢森堡，依据欧盟DSA法案、卢森堡网络管理法规，合规豁免用户申诉调解义务。
4.2 规约事前公示，数据留存、违规处置全部符合GDPR及卢森堡属地法律，具备属地司法效力。
5 附则
5.1 规则首页公示即生效，无需单独告知用户；
5.2 适用卢森堡属地法律，管辖法院为卢森堡属地法院；
5.3 社区团队拥有违规行为唯一判定权，判定结果终局生效。
1 General Provisions
1.1 This specification applies to Mixed Community DZH.INFO. All servers are located in the Grand Duchy of Luxembourg, complied with EU DSA (EU 2022/2065), Luxembourg local laws and GDPR.
1.2 As an independent online community, the site owns independent rights of content audit and account penalty, exempted from statutory user appeal obligations per EU and Luxembourg laws.
1.3 Core Rule: No penalty grading, no fault distinction, no leniency. Any violation leads to permanent account ban. All appeal and review channels are permanently closed without exception.
1.4 User registration, browsing and posting mean full acceptance of this rule. Users waive all rights of appeal, account unblock and judicial reconsideration voluntarily.
2 Prohibited Content & Behaviors
2.1 Illegal Content
(1) Minor pornography, minor violence resources and diversion links;
(2) Terrorism, contraband, controlled drugs and crime tutorial dissemination;
(3) Racial hatred, discrimination, religious confrontation and holocaust denial;
(4) Privacy leakage, confidential document disclosure;
(5) Cyber fraud, money laundering, cross-border illegal transactions and piracy distribution.
2.2 Community Order Violation
(1) Spam posting, robot posting, malicious external link diversion;
(2) Personal attack, cyber bullying, defamation and community conflict provocation;
(3) Account resale, bulk fake account registration, site tampering;
(4) Vulgar pornographic, bloody and immoral public content;
(5) Staff provocation, fake official notice and identity impersonation;
(6) Ban evasion via IP, device or new registered accounts.
2.3 Copyright & Compliance Violation
(1) Unauthorized copyrighted content reproduction;
(2) Public opinion rumors and false information release;
(3) Illegal user data collection and targeted advertising.
3 Unified Penalty Rules
3.1 Violation Confirmation: Any illegal operation of account, comment, private message, profile, IP or device will be confirmed as violation.
3.2 Standard Penalty: Permanent account ban, all data permanent deletion; binding IP, device and email added to permanent blacklist.
3.3 Final Decision: No appeal, review or mediation service. All penalty results are irreversible and final.
3.4 Evasion Punishment: New registered accounts for ban evasion will be banned permanently with full device blacklist.
4 Legal Compliance
4.1 With servers deployed in Luxembourg, the site complies with EU DSA and Luxembourg network laws, legally exempted from user appeal obligations.
4.2 Rules are publicly disclosed. Content disposal and data storage comply with GDPR and Luxembourg laws, with local judicial validity.
5 Supplementary Provisions
5.1 Updated rules take effect after homepage publication;
5.2 Governed by laws of Luxembourg City, Grand Duchy of Luxembourg;
